Great news for those disheartened by the PTR change to drinking whereby the first few seconds suffered much-decreased mana regeneration. Community Manager Kalgan (US) has just announced that this mechanic will now only be active in Arenas:
You haven’t read it wrong, but we’ve decided to have that rule only apply inside arenas. It’s an inconsistency, but one we’re ok with to prevent water from feeling unnecessarily weird everywhere else.
This change — or rather, lack of one — should make instances like Heroic Black Morass much more manageable.

“but we’ve decided to have that rule only apply inside arenas.”
I want to be happy that they’ve arrived at this solution, but I reserve my joy for when they apply the 2.4 nerfs accordingly.
I’m pleased that they decided to apply it only to arenas. This was bugging me terribly when I was goofing around on Sunwell Isle last night.
Good change. Now hopefully they can change lifebloom in a way that it affects arena but doesn’t kill PVE druid’s healing.
And there was great rejoicing. Now if only they would actually rethink their lifebloom nurf to pvp.
Yaaaay.
