You should be able to move the cast bar by using /quartz to bring up its configuration menu. Go to the "Player" tab and uncheck the box labelled "Lock." Then you should be able to drag the bar to wherever and relock it. =) If that doesn't work, let me know. My only problem is that it doesn't fit my UI because I don't know how to unlock and move it around. I probably wont use it if it is just going to sit smack dab in the middel of my screen and I have no control over where it casts, where it shwos party/targets casts and targets buffs.
